Clarification concerning NAKVIS procedures following the adoption of the new Higher Education Act

We inform you that the new Higher Education Act (ZViS-1) was published in the Official Gazette of the Republic of Slovenia, No. 56/25, on 25 July 2025, and will come into force on 9 August 2025. This Act introduces certain changes to the procedures managed by the Slovenian Quality Assurance Agency for Higher Education (SQAA).

Below we provide key clarifications regarding the handling of applications in accreditation and evaluation procedures during the transitional period (from 15 July to 9 August 2025):

  1. Procedures initiated BEFORE 9 August 2025

NAKVIS will decide on applications in accreditation and evaluation procedures for higher education institutions and study programs submitted before 9 August 2025 in accordance with the provisions of the currently valid Higher Education Act (ZViS) and the NAKVIS criteria adopted under it (hereinafter: the currently valid NAKVIS criteria). Accreditation for higher education institutions will be granted for a period of seven years instead of five years, as stipulated by the currently valid ZViS.

  1. Procedures initiated AFTER 9 August 2025

Applications submitted after 9 August 2025 will be handled under the new ZViS-1. However, as the new NAKVIS criteria are still under preparation, the currently valid NAKVIS criteria will continue to be applied in decision-making until the new criteria are adopted.

  1. Extraordinary evaluation procedures

NAKVIS will start conducting extraordinary evaluation procedures for study programs and higher education institutions after 9 February 2026 (six months after the entry into force of the new ZViS-1).
